Rights dossier — the post-1930 magisterial class (CCC, Vatican II, 1983 Code, late encyclicals)

(Membership list extended 2026-08-09 — members without year-suffixed slugs were being missed by mechanical filters; when ranking research candidates, check the ORIGINAL's date, not the slug shape.) Verdict: NOT CLEAR — as a class, permanently for our planning horizon. Do not re-research these individually.

The structural argument (why this needs no per-work search)

A translation cannot predate its original. Every work in this class was first published 1963 or later (CCC 1992/1997; conciliar constitutions 1963-65; the Code 1983; the named encyclicals 1891-1991 — see the caveat below for pre-1930 encyclicals). Therefore no English translation of any of them can have a pre-1930 publication date, which removes the only clean PD basis this project accepts. Every English text that exists — the vatican.va translations, the NCWC/USCC conciliar translations (1964-66), Flannery (1975/1996), the CLSA Code translation (1983/1999), the USCCB CCC (1994/1997) — is a post-1963 work inside its full term. US terms run to 2059 at the earliest (1963 + 95); the CCC's to 2087+.

Two class-level caveats, so the argument is not over-broad:

1. Pre-1930 encyclicals are NOT in this class. Leo XIII's encyclicals (1878-1903) have PD English in the Benziger 1903 volume — three are already published from it. The class rule applies to the ORIGINAL's date, not the genre: an encyclical of 1937 (e.g. Divini Redemptoris) is in the class; one of 1891 is not.
2. A Holy-See dedication could in principle change this (the rights holder, unlike BibleCorps or Nottingham, CAN dedicate its own copyright). No such dedication exists for any of these texts; vatican.va carries a © Libreria Editrice Vaticana notice. If one ever appears it would be news, and a founder decision — not a drip finding.

What we do instead (already built, nothing awaiting action)

These works are served exactly as LS-KG-02 §1/§7 designed: citation-only address indexes with outbound links to vatican.va via the verified paragraph/article maps in apps/web/lib/vaticanLinks.ts (the 2026-08-04 auto-linking build: all 2,865 CCC paragraphs mapped to their 368 vatican.va pages, plus the conciliar documents and the Code). The reader gets a precise landing on the rights-holder's own site; we store no text. That is the terminal state for this class, not a stopgap.

What this dossier deliberately does NOT cover

• Pre-1930 encyclicals and papal documents — individually researchable, several already CLEAR (Benziger 1903 route).
• The 1941 Confraternity NT (its own dossier, under active inspection).
• Denzinger (its own survey; the 13th-edition English (Deferrari 1957) turns on renewal, a genuinely open per-work question — the class rule does not decide it).

For the queue

Nothing to add to CLEARED — AWAITING BUILD (verdict is NOT CLEAR). The payoff is negative-space: rights nights and content nights should never again spend time on any slug in this class. The manifest's highest-cited unresearched works were all members; they are now all researched.
